Phase I Investigation of the Boy Scouts of America Jamboree Grounds, Fort A.P. Hill

The Boy Scouts of America requested a Phase I cultural resources survey associated with planned improvements to Training Area 7B in preparation for the 2005 National Jamboree at Fort A.P. Hill, Caroline County, Virginia. The project area is located in the northwestern portion of the Fort A.P. Hill Military Reservation and is approximately 9.95 hectares (24.6 acres). The goal of this cultural resources assessment was to identify any cultural resources located within the Area of Potential Effect. Background research and archaeological survey were used to complete this goal. No architectural survey was needed for this project.
Background research was conducted at the Virginia Department of Historic Resources and the Caroline County Courthouse. In addition, deed research determined that 2 structures were located on the property during the late nineteenth and early twentieth centuries. Because previous cultural resource assessment studies of Fort A.P. Hill had determined that Training Area 7B contained a low probability for cultural resources, archaeological survey consisted of shovel testing at a 23-meter (75-foot) interval. A total of 252 shovel tests was excavated within the Area of Potential Effect; of these 15 contained historic artifacts. These positive shovel tests are all located in the same area, and constitute Site 44CE431. In addition to the recovered artifacts, a chimney fall and brick scatters were evident on the surface, and one shovel test contained a buried brick feature. Either avoidance of this site, or additional testing to determine its eligibility for listing on the National Register of Historic Places is recommended. No additional survey is recommended on other portions of the project area.
