Summary
Parsons, Inc. (Parsons) was contracted by Headquarters Air Combat Command (HQ ACC) on behalf of Avon Park Air Force Range (APAFR), Florida and Moody Air Force Base (AFB), Georgia to conduct a Phase I archaeological survey of approximately 1,835 acres (743 hectares). The purpose of the survey was to assist APAFR in compliance with Section 110 of the National Historic Preservation Act (NHPA) of 1966, as amended; Air Force Instruction 32-7065; and other state, federal, and Department of Defense regulations and guidelines. The survey was conducted in the winter of 2003 by a 14-person field team that included a Field Director (Brad Mueller), three crew chiefs (Seth Hopkins, Emily Jones, and Jason Strahl), and 10 archaeological technicians. The survey was contracted through the Air Combat Command (ACC), Langley Air Force Base (AFB), Virginia, and Moody AFB, Valdosta, Georgia. The survey area included roughly 1,145 acres (464 hectares) in the northcentral (Polk County) portion of APAFR and roughly 690 acres (279 hectares) in the south-central (Highlands County) portion of APAFR. Johnna Thackston (Technical Project Manager--TPM) and Peg Margosian (APAFR GIS Specialist/Geographer) selected the initial survey areas. However, due to standing water in some proposed survey tracts, changes were made to the survey blocks while teams were in the field. The survey areas included tracts categorized as low 1,403 acres (568 hectares), medium 270 acres (109 hectares), or high 162 acres (66 hectares) probability with respect to the likelihood of containing archaeological resources. The field methodology incorporated both a pedestrian survey at 30-meter intervals in low probability areas and the systematic excavation of shovel test pits (STPs) in medium and high probability areas. This survey resulted in the identification of four new sites (8PO5429, 8PO5416, 8PO4781, 8PO3405) and the recovery of supplemental data for two previously recorded sites (8PO993 and 8PO994). Of the four new sites: three (8PO5429, 8PO5416, 8PO4781) as well as Site 8PO994 are located in high probability survey tracts and one site (8PO3405) is located in a low probability survey tract.
