VAFB-2019-21: DRAFT Point Conception Light Station Conditions Assessment and Repairs Study, Contract No. GS10F0059N, Task Order FA8903-15-F-0023 (PWS Task 4.12.3)

Summary

This document is a study intended to serve as a preliminary analysis of the current conditions and possible repairs for the Point Conception Lighthouse and Family Quarters C. The field investigations consisted of visual surface observations, avoided destructive analysis, and did not include the preparation of structural calculations, structural or material testing, or development of design or construction drawings. This report and cost estimates are intended to provide the USAF with a rough basis and preliminary information on the Lighthouse and Family Quarters C that can be used to guide future decision-making. This study was prepared by a multidisciplinary team consisting of a structural engineer, civil engineer, architect, architectural historian, hazardous materials expert, and cost estimator. Extensive background research was completed using primary and secondary sources to develop an understanding of the property’s historic context, construction chronology, alterations and past treatments, and character-defining features. The project team reviewed previously prepared reports and studies, information on similar property types, historic photographs and plans, guidance documents, and USAF and USCG directive and policies. In addition, two sites visits were completed by project team members to document current conditions, validate existing information, and identify specific treatments and repairs.
