Archeological Eligibility Testing of 23 Sites on Lackland Air Force Base, Bexar County, Texas

Summary

On August 6, 2003, the Air Force Center for Environmental Excellence (AFCEE) issued Task Order 0052 (Requisition F41623-03-R-9999/R002) under Contract F41624-01-D-8556 to Geo-Marine Inc. (GMI), to conduct archeological delineation and National Register site evaluation of historic and prehistoric sites on Lackland Air Force Base (AFB), Bexar County, Texas. The work was conducted to comply with Section 110 of the National Historic Preservation Act (16 USC 470 et. seq.), and the cultural resources management requirements of the Air Force (AFI 32-7065).

Archival research ascertained that cultural resource surveys have been completed on all undeveloped portions of Lackland AFB and the adjacent Lackland Training Annex, and these surveys located 76 historic and prehistoric sites. Recommendations in recent survey and testing reports and the recent Cultural Resource Management Plan developed for Lackland AFB erroneously suggested that most resources still required assessments. However, a series of letters on file with the State Historic Preservation Officer (SHPO) indicated that regulatory issues remain for only 25 sites of the 76 sites, and that two of the 25 sites (41BX1059 and 41BX1065) had not been reviewed by the SHPO. Documentation concerning these two sites was resubmitted for SHPO review in order to obtain an opinion about the significance of these sites.

The present project was designed to assess the significance of the remaining 23 sites at Lackland AFB to complete the archeological assessment of sites as required under Section 110 of the National Historic Preservation Act (NHPA). Two sites (41BX1061 and 41BX1128) represent an early historic sewer system and a brick and tile factory that required mapping and photographic documentation. The other 21 sites are prehistoric locations requiring archeological testing; two of these sites (41BX1001 and 41BX1126) were found to be a contiguous artifact scatter and were treated as a single location. The scope of work for the site evaluations was developed by AFCEE and Headquarters Air Education Training Command (HQ AETC) personnel. The testing strategy, using shovel tests and small excavation units, was designed by the Air Force to provide meaningful data while minimally impacting the site context. Consultation with the State Historic Preservation Officer was initiated with the submittal of the draft report.
