Summary

The 2030 Plan moves Lackland AFB toward the future - replenishing the combat capability of America’s Air Force. This comprehensive and inspired plan outlines the steps to be taken to bring the base into the twenty-first century as a premier, well-planned, functioning training base. It also recognizes the important roles the associate units have in our Nation’s security and provides development strategies for them. The 2030 Plan was developed in fiscal year 2002, and it examined all the major missions, along with their associated functions, facilities, and locations.

Though master planning has been an important factor through the years in the growth of Lackland AFB, good plans have not always been followed. Some missions have facilities scattered around the base. Buildings have been added to areas without a plan for how future growth of mission and facilities could be accommodated. The realignment of Kelly Air Force Base has brought new challenges in assimilating Kelly Field Annex and Go West functions into the Lackland AFB pallet.

The approach used to pull together the future growth of Lackland AFB was the preparation of the 2030 Plan and its Area Development Plans. These Area Development Plans paved the way for the preparation of projects, their related costs, and their priorities. The 2030 Plan features all the major areas of activities on Lackland AFB.
