A Class III Cultural Resources Assessment for the Proposed Siete Solar Facility, Queen Creek, Maricopa County, Arizona

Author(s): Emily Higgins Keppler; Lourdes Aguila

Summary

Siete Solar, LLC (Siete Solar), is planning to develop a large scale solar photovoltaic electric generating facility on approximately 160 acres of private land located on the northeast comer of Crismon and Queen Creek roads in the Town of Queen Creek, Maricopa County, Arizona.

The project will consist of photovoltaic modules aligned in arrays and affixed to a fixed tilt racking system. The racking system uses a rammed or screwed post as a foundation for the solar arrays. With this foundation style and array size there is no need for concrete footings or any significant grading. Subsurface disturbance will be limited to installation of the posts, power stations, and interconnection station, and construction of a site access road. Appendix A shows the plans for the proposed installation.

At the request of Richard Petrus of Atwell, LLC (on behalf of Siete Solar), Archaeological Consulting Services, Ltd. (ACS) conducted an intensive cultural resources survey of the project area to provide an inventory and assessment of cultural resources that might be affected by the proposed development. The survey, conducted under noncollection permit 2011-025bl issued by the Arizona State Museum (ASM), was performed by Emily Higgins, Daniel Ruckers, and Carla Booker on July 5 and 6, 2011. The survey identified disturbed surface deposits associated with two previously recorded sites and one isolated occurrence. Based on the results of this survey and background research, historic properties may be affected by construction of the proposed solar facility.
