Wyoming's wide open spaces and lush grasses attracted both cattle and sheep ranchers, but cattlemen assumed primacy since they arrived first. Federal law disagreed. Sheep raids had happened since the late 1890's, but reached a peak in 1902 with the Raid Lake sheep massacre in which an estimated 1000-2000 sheep were killed.
