HDL Facilities Engineering Office believes that higher headquarters recommend appropriate terms of agreement if a new MOA regarding the Ballast House is to be negotiated.

This site consists of a two-story brick structure built c. 1800-1820. It is of rather simple Federal styling, with corbeled eave cornices, flush end chimneys, and a three-bay facade. At one end of the house there is a one-story frame wing that incorporates an early (probably original) and formerly detached kitchen.
