On July 15, 1983, the chairman of the Advisory Council on Historic Preservation (ACHP) ratified a programmatic memorandum of agreement among the Arizona and New Mexico State Historic Preservation Officers (SHPOs), the Bureau of Reclamation, and the ACHP.
