Summary

"Brockington and Associates, Inc., conducted a cultural resources investigation of the proposed replacement of a bridge along S-605 over Fairforest Creek, Spartanburg County, South Carolina. The South Carolina Department of Transportation (SCDOT) is currently developing plans to replace the existing 75-foot long by 44-foot wide bridge over Fairforest Creek in Spartanburg County as part of the FHWA Bridge Replacement and Rehabilitation Program. This work was conducted through CECS, Inc., and the SCDOT in advance of proposed construction activities. This survey provides partial compliance with federal regulations concerning the management of historic properties (sites, districts, buildings, structures, or objects listed on or eligible for the National Register of Historic Places [NRHP]) that may be affected through highway construction as per Section 4(f) of the US Department of Transportation Act of 1966, as amended in 1983 (49 USC 303), the National Environmental Policy Act of 1969 (Public Law 91-190), and the National Historic Preservation Act of 1966 (16 USC 470) as amended through 1992. The cultural resources survey of the S-605 Bridge Replacements project included background research, architectural survey, and archaeological survey. We identified seven historic architectural resources (Resources 0731-0737), within the architectural APE. We recommend the houses as not eligible as separated resources. However, they may be potentially eligible as part of a larger historic district associated with the Powell Knitting Mill. The current architectural APE contained only part of the mill village associated with the Powell Knitting Mill. This village was constructed in the late 1920s. After consultation with the SHPO, boundaries of the proposed historic district were established. However, there will be no takings in the historic district and no impact on the district. We identified no archaeological sites during the survey. Furthermore, the bridge was constructed in 1963, and reconstructed in 1974, and therefore is not sufficient are to be considered for the SC Statewide Survey. No further management consideration of these resources is warranted. Construction of the project as currently designed will not affect any historic properties or potential historic properties. Further management of the S-605 Bridge Replacements project as currently designed with regard to cultural resources is not warranted."
