The data are a network in the Graph Modeling Language (GML) format where nodes are the sites, and edges represent intervisibility between sites. The nodes are named using the "UNIQUE_ID" field. The file should be readable by most modern network analysis packages, but you might need to either specify the file type as GML, or rename the file extension to *.gml.
