Integrated Cultural Resources Management Plan (ICRMP) Marine Corps Base Hawaii

Summary

The purpose of this Integrated Cultural Resources Management Plan (ICRMP) is to advance the protection, enhancement, and contemporary use of the cultural and historic properties under the administration and stewardship of Marine Corps Base Hawaii (MCBH). The ICRMP fulfills the requirements of MCO P5090.2A, Environmental Compliance and Protection Manual, Chapter 8 "Historic and Archaeological Resources Protection" and Naval Operations Instruction (OPNAVINST) 5090.1B Ch 3, Environmental and Natural Resource Program Manual, Chapter 23, “Cultural Resources Management.” The Marine Corps manages cultural resources and historic properties as assets that can support department and agency missions while contributing to the cultural vitality and economic wellbeing of the local community.

Concomitant with its primary military mission, it is also the mission of MCBH to identify, preserve and protect historic and cultural resources under its control. As mandated by Secretary of the Navy Instruction (SECNAVINST) 4000.35A Section 5.a, “[p]rotection of these components [historic buildings, structures, districts, archaeological sites and artifacts, ships, aircraft and other cultural resources] of the nation’s heritage is an essential part of the defense mission; the DON [Department of the Navy] is committed to responsible cultural resources stewardship. … Preservation considerations will be incorporated into routine DON management of historic buildings, structures, districts, sites, ships, aircraft and other cultural resources.” Furthermore, Marine Corps Order (MCO) P5090.2A paragraph 8200.1 states the “Marine Corps installations must integrate the historic and archaeological resource protections requirements of applicable laws with their planning and management efforts …”

MCBH is composed of six installations, all located on the island of O‘ahu. The largest installation and the headquarters of MCBH is Marine Corps Base Hawaii - Kaneohe Bay. Other MCBH installations include: Camp H.M. Smith, Puuloa Training Facility, Waikane Impact Area, Marine Corps Training Area Bellows, and Manana Housing Area.

This ICRMP consists of six major chapters that provide information, guidance, and procedures for complying with applicable laws and regulations pertaining to cultural resources management and for implementing the ICRMP: 1.0 General Information; 2.0 Objectives and Responsibilities; 3.0 Historic Context and Cultural Resources Inventory; 4.0 User Group and Tenant Actions the may Affect Cultural Resources and Historic Properties; 5.0 Implementing the ICRMP: Roles, Responsibilities, and Standard Operating Procedures; and 6.0 Historic Preservation Program for Fiscal Years 2005 to 2010: Required Actions; and 7.0 References.
