Summary
John Milner Associates, Inc. (JMA) was contracted by the U.S. Army Corps of Engineers (Corps), St. Louis District, as part of the American Recovery and Reinvestment Act (ARRA), enacted by Congress in 2009, to conduct a Section 110 National Register of Historic Places (NRHP) evaluation of the Antilles Office (AO) compound located at 400 Fernandez Junco Avenue, San Juan, Puerto Rico. New South Associates (New South) completed the survey under the direction of JMA. The survey was conducted under Contract No. W912P9-09-D-0536. The focus of all work conducted under this contract was compliance with Section 110 of the National Historic Preservation Act (NHPA) of 1966, as amended.
The U. S. Army Corps of Engineers Section 110 investigations are American Recovery and Reinvestment Act funded, and the stated goals of the act are, in part, to preserve and promote employment. This particular investigation employed cultural resources management specialists between 6 May 2010 and 28 February 2011. Thirty-one individuals were employed or retained their employment in the course of this investigation. The employee positions included a Project Manager, a Principal Investigator, GIS Specialists, Archeologists, Historians, a Graphics Specialist, an Editor, a Production Assistant, an Assistant Archeologist, and a Lab Technician.
