Summary

The Texas Historical Commission, Department of Antiquities Protection, has read and reviewed “Prehistoric Research Context for Camp Bullis and Fort Sam Houston,” focusing on the prehistoric archeology of the two installations. The Commission notes that a similar overview for the historic archeological record has not been covered and asks what is the nature of the historic archeological data base.

The Commission is in agreement with the basic conclusions of the study regarding the potential significance of the different property types, and the types of research methods proposed for their study.

The Commission also recommends the phased completion of archeological inventories at Camp Bullis and the testing of a range of sites from each property type to identify historic properties that are worthy of protection, or conversely must receive mitigation to minimize adverse impacts, as called for under Stipulation I.D in the Programmatic Agreement.
