Summary

The Department of Defense (DoD) has established the Military Munitions Response Program under the Defense Environmental Restoration Program (DERP) to address munitions and explosives of concern (MEC) (including unexploded ordnance [UXO] and discarded military munitions) and munitions constituents (MC) at other than operational military ranges and other sites. Closed, transferred, and transferring military ranges and sites not located on an operational range are considered other than operational. This report addresses other than operational ranges and sites at an active installation.

This report represents a Preliminary Assessment (PA) for the Naval Air Engineering Station (NAES) Lakehurst - Proving Grounds, New Jersey. The DoD, United States Navy, and United States Environmental Protection Agency guidance for conducting and documenting PAs were followed and tailored, where appropriate, to address the unique aspects of MEC and MC.

Based on the results of the data collection process, six areas of the Proving Grounds are characterized as Known MEC Areas.The areas of the Proving Grounds surrounding historical ranges, impact areas, and target areas are characterized as Suspect MEC Areas. Suspect MEC Areas comprise 3,196 acres. These areas include all property contained within Proving Grounds boundaries as previously delineated by NAES Lakehurst (excluding the Known MEC Areas) and some property within the installation located outside of the previously delineated Proving Grounds boundaries. Areas of the Proving Grounds that are characterized as Areas Not Suspected to Contain MEC are located outside of the established ranges, impact areas, and target areas. The Areas Not Suspected to Contain MEC comprise 13,369 acres and include land located in nonmilitary residential areas, Fort Dix, and forest management areas.

This is the final preliminary assessment for Naval Air Engineering Station Lakehurst and includes all documents involved in the assessment including inventory sheets, correspondences, and project source data throughout the naval station's history. Some reports within the final preliminary assessment may also have individual files within the Lakehurst Air Force Base Archaeology and Cultural Resources Archive collection.
