Summary

PAL, on behalf of Rizzo Associates (Rizzo), is assisting the Massachusetts Port Authority (Massport) with the preparation of the Hanscom Field 2005 Environmental Status and Planning Report (ESPR) as an update of the Elanscom Field 2000 ESPR. L.G. Hanscom Field (Hanscom Field) is Massachusetts’s premier general aviation airport and serves as a general aviation reliever to Logan International Airport with niche commercial service. The Hanscom Field area is located in the towns of Bedford, Concord, Lexington, and Lincoln, Massachusetts. A portion of the Minute Man National Historical Park (MMNHP), owned by the National Park Service (NPS), lies adjacent to Hanscom Field. Hanscom Air Force Base (AFB) is located immediately southeast of Hanscom Field. This document informs the 2005 Hanscom Field Draft ESPR regarding historical resources, including a survey as described in the MEPA Certificate dated May 31,2005 establishing the scope for the 2005 Hanscom Field ESPR.

The reconnaissance survey of historic resources for the Hanscom Field 2005 ESPR has resulted in the collection of existing and new information relating to the historic resources, and their current condition, that are located within the general study area, Hanscom Field proper, and the reconnaissance study area (the projected 2020 high growth 55dB DNL contour line, which includes 5 traffic study areas (TSA’s), plus areas within 200 ft of 11 traffic study areas located outside the noise contour), all of which fall within the four towns of Bedford, Concord, Lexington, and Lincoln. The general study area in and around Hanscom Field currently contains 32 individual properties and 20 districts that are listed in the National and State Registers of Historic Places. The Massachusetts Flistorical Commission (MHC) Inventory and Massachusetts Cultural Resource Information System (MACRIS) for the reconnaissance study boundary area in and around Hanscom Field include 359 individual resources and 51 survey areas. The sections of Hanscom AFB within the study boundary contain approximately 22 previously surveyed historic buildings. This reconnaissance survey encompassed an additional 336 historic resources and 11 survey areas in the study area. The reconnaissance survey of Flanscom Field proper identified 9 historic resources that are 50 years old or older.

The survey provides baseline data about the locations and types of architectural resources and historic neighborhoods that are known and expected to be present in the study area. This information can be used by Massport for future land management and planning purposes within Flanscom Field and to evaluate potential operations impacts in the surrounding communities. As the 2005 ESPR for Hanscom Field is a general planning document, it is recommended that the need for and scope of any additional survey and State and National Registers eligibility evaluation be based on specific future development proposals, if any arise.
