Summary

The Historic Properties Component (HPC) is the portion of the Integrated Cultural Resources Management (ICRMP) that relates to compliance with Section 106 of the National Historic Preservation Act (NHPA). Section 106 of the NHPA requires Federal agencies to take into account the effects of their undertakings on historic properties and afford the Advisory Council on Historic Preservation (ACHP) a reasonable opportunity to comment on such undertakings. The Section 106 process seeks to accommodate historic preservation concerns with the needs of Federal undertakings through consultation between the Army and Section 106 participants. The HPC sets standards and guidelines that the C. E. Kelly Support Facility will follow in its management of historic properties and provides procedures for determining and resolving the effects of undertakings on such properties. The purpose of the HPC of this ICRMP is to enable compliance with Section 106 on a programmatic, as opposed to case-by-case basis. As the only section of the ICRMP that is subject to outside regulatory review and approval, the HPC is designed in both format and content to be reviewed as a stand-alone document, separate from the body of the ICRMP.

The HPC is composed of three organizational elements: background data, standard operating procedures and appendices. The background data includes: discussions related to the C. E. Kelly Support Facility's mission and activities; a body of information that is referred to as the “Planning Level Survey;” (PLS) and an outline of the entire Section 106 process. The PLS presents what is presently known about the Commonwealth of Pennsylvania's natural and cultural environment with an emphasis on southwestern Pennsylvania and forms the basis for management decisions concerning historic properties. The Section 106 process is discussed in both general terms, and in outline format with references at various steps to Standard Operating Procedures (SOPs) that provide more detail. The appendices contain sensitive documents such as lists of historic properties, and elaborative materials such as sample letters and documents.
