Summary

This Environmental Assessment (EA) focuses on the impacts of activities related to implementation of the proposed action to improve self-confidence, awareness, and responsibility, as well as interpersonal communication, honesty, and mutual support, viz., teamwork, in the Army Research Laboratory (ARL) workforce at the Adelphi Laboratory Center (ALC). The focus includes consideration of other actions being taken at ALC to ensure that cumulative impacts are assessed.

This Environmental Assessment identifies, documents, and evaluates the relevant incremental and cumulative effects of the proposed action described in Section 2.0, on the existing resources at ALC. Alternatives to the proposed action are described in Section 3.0. The No-Action Alternative discussed in Section 3.0 is the baseline established to analyze the environmental and socioeconomic effects of the proposed action. The Army analyzed the proposed action against the existing baseline conditions described in Section 4.0, Affected Environment, of this Environmental Assessment and identified the relevant beneficial and adverse impacts. These impacts and the planned mitigation are presented in Section 5.0, Environmental and Socioeconomic Consequences.
