Summary

The Ozol Defense Fuel Support Point (DFSP) located in Martinez, California, is one of fourteen Defense Logistics Agency (DLA) sites in eleven states scheduled for cultural resources inventories and assessments during Fiscal Years 1997 and 1998. These inventories were completed by a team of USDA Forest Service archeologists for the DLA through an interagency agreement between the US Army Environmental Center and the US Forest Service. This cultural resources assessment fulfills the DLA's requirement to comply with "Measures of Merit" for environmental issues, specifically the cultural resources management requirements for planning level surveys as specified in the Department of Defense Instruction 4715.3.

Two goals guided this project: I) identify and evaluate any prehistoric or historic archeological sites within the Ozol DFSP terminal boundaries; and 2) identify and evaluate any historic structures and buildings owned by the Ozol DFSP terminal. Cultural resources inventories gather baseline data about the presence or absence of cultural resources at each DLA site. If historic and prehistoric archeological resources were present, or if historic structures were present, these properties were evaluated using standardized criteria for their eligibility for listing on the National Register of Historic Places (NRHP) as outlined in Bulletin 15: How to Apply the

National Register Criteria for Evaluation (United States Department oflnterior, National Park Service: 1991 ). All buildings and structures also were evaluated for exceptional signficance for their role in the Cold War era (1945 to 1990).

Results

No new prehistoric or historic archeological sites were discovered at Ozol DFSP. No physical evidence of the Juan Bautista de Anza National Historic Trail appeared at the terminal. In addition, no archeological evidence was discovered that would confirm the presence of previously recorded prehistoric site CA-CC0-252 within the Ozol terminal boundaries. Site CA-CC0-252 may have been misplaced on the identification maps at SHPO. If the location is correct, site CA-CC0-252 most likely was destroyed as a result of the intense earth disturbing

actions of the construction of two factories in the early part of the twentieth century and the construction of the Ozol DFSP terminal.

The architectural survey conducted during the cultural resources assessment for Ozol DFSP found no structures, buildings, or objects that appear eligible for listing on the National Register of Historic Places. No buildings, sites, or objects at Ozol DFSP are over 50 years of age. Also, none of the buildings are unique or of a distinctive style, construction method, or function to consider their possible listing on the NRHP for exceptional significance with the Cold War era

1946-1990). In addition, Ozol DFSP is not eligible for the NRHP as a historic district due to the terminal's loss of architectural integrity and historic feeling of time and place. Because the Ozol DFSP buildings are determined ineligible for the NRHP, they are not significant properties and do not need to be considered when planning future management activities.

Recommendations

No further archeological work is recommended. It is strongly recommend that the DLA and Department of Defense consider preserving building documents and blueprints for future generations. We advise the DLA to consult with the National Archives or the United States Army Center for Military History for technical expertise regarding the preservation of these important historic collections.
