Summary
The Historic and Archaeological Resources Protection (HARP) Plan for the Naval Weapons Station, Charleston, provides local Commands with guidance for efficient compliance with the National Historic Preservation Act (NHPA) and Federal archaeological protection legislation. The preparation of a HARP plan is dictated by the Department of the Navy in the OPNAVINST 5090.1B 23.6. Note that there is no absolute requirement to preserve; the key to compliance is protective management of National Register resources. Such resources are defined as historic and archaeological resources that are listed in or eligible for the National Register of Historic Places (NRHP). The HARP plan consists of management recommendations, information about the prehistory and history of the Naval Weapons Station Charleston property, a working inventory of NRHP resources at the Naval Weapons Station, and standard operating procedures for managing them so as to afford appropriate levels of protection.
