Summary
Joint Base Elmendorf-Richardson (JBER), has proposed to extend the northern end of the existing north-south runway. As the proposed project is an undertaking on federal lands with federal funds, Section 106 of the National Historic Preservation Act (NHPA) (Public Law 89-665; 54 U.S.C. 300101 et seq.) requires a cultural resources survey to identify and assess potential impacts to National Register of Historic Places (NRHP)-eligible historic properties within the project’s Area of Potential Effects (APE). The U.S Army Corps of Engineers (USACE), on behalf of the 673d Civil Engineer Squadron, Environmental Conservation Section, contracted AECOM Technical Services (AECOM) to perform cultural resources surveys of the proposed project’s APE. AECOM performed this work under Hazardous Toxic Radioactive Waste (HTRW) Contract No. W911KB-11-D-0001, Task Order 0017. Edmund Gaines M.A., R.P.A, served as Principal Investigator and led field efforts for AECOM archaeologists conducting a Phase I identification-level survey to locate and identify historic properties that may be eligible for listing on the NRHP in accordance with the Secretary of Interior’s Standards and Guidelines (48 FR 44716, as amended and notated), the NHPA criteria for site identification, and regulations codified in 36 Code of Federal Regulations (CFR) 800 (as amended), as well as the Alaska State Historic Preservation Office guidelines (OHA 2003).
