Summary
This document is a Section 106 report of a historic property inventory and an assessment of adverse effects associated with the Installation of the Optical Tracking System at the Tranquillon Peak Optical and Radar Tracking Station Project. The purpose of the document is to compile any prior or current studies performed in support of the Installation of the Optical Tracking System at the Tranquillon Peak Optical and Radar Tracking Station project as a single Section 106 report. This report provides the information needed by the California State Historic Preservation Officer to concur on the project findings and determinations for individual resources as presented by the Vandenberg Air Force Base Cultural Resource Manager. The report specifically examines project impacts and/or avoidance strategies for three build environment resources; Facilities 175, 178, and 181; and one built environment district; the Western Range Land-based Instrumentation Support System Historic District (WRLISSHD).

Notes
General Note: The proposed Tranquillon Peak Optical Tracking System Installation project would re-use an existing antenna pedestal base on top of Building 175 at Tranquillon Peak to install a new 6-foot-tall optical tracking system. Consultation with the SHPO regarding the eligibility of the Tranquillon Peak Tracking Station as a contributing element of the Western Range Land-based Instrumentation Support Historic District was carried out in 2016. Concurrence was given for VAFB's NRHP eligibility conclusion for the district. Facility 175 was determined not to be a contributing element to the district's significance, nor individually eligible. VAFB determined that placement of an optical tracking system on an existing pedestal on top of Building 175 would have no adverse effect on contributing elements of the WRLISSHD, nor upon the characteristics of of the larger district which qualify it for NRHP eligibility as the overall layout and function of the station would remain the same.
