Summary

This report documents the condition of sensitive and threatened sites on Vandenberg Air Force Base (AFB) using the new approach developed in FY09. It is the second time this approach has been used for the sensitive and threatened sites—the initial use is reported by Lebow and Mirro (2009). The work reported here responds to the Statement of Work XUMUOS8809, CONS-Monitor Cultural Sites, Sensitive Archaeological (FY2009), Vandenberg Air Force Base, California, dated July 2009. The statement of work calls for completion of three tasks:

1. Assess the condition of 32 archaeological sites. (One of those sites, CA-SBA-646, was subsequently determined to be on Coast Guard property rather than on Vandenberg AFB and was dropped from the list.) This task is to include an assessment of the efficacy of stabilization measures previously completed at CA SBA-223, -530, and -649.

2. Update obsolete records at five sites. Which site records to update was to be determined in consultation with the 30 CES/CEANC. (In consultation with the 30 CES/CEANC it was determined that only four sites—CA-SBA-212, -530, -539, and -670—needed updated records.)

3. Prepare a report documenting the condition assessments. The report is to compare mapped impacts with those mapped in FY09 and to quantify the rate of erosion, if possible. All sensitive and threatened sites are to be classified according to the Air Force Space Command’s system. A table is to list sensitive and threatened sites that have been excavated, and to recommend whether excavation was sufficient to mitigate sites from C3 to C2.

Table 1-1 lists the sites examined during FY10 and indicates where impacts were mapped. As noted, CA-SBA-646 was not examined because it was determined that the site is not on Vandenberg AFB property. Also, CA-SBA-1040 was examined during the FY09 assessment but not during FY10 because Lebow and Mirro (2009) recommended dropping the site from the list of sensitive and threatened sites. Appended to this report are updated site records for selected sites, as requested in the statement of work. In addition to this report, an electronic version of the Site Condition Geodatabase was provided to the 30 CES/CEANC. Digital photographs taken of each site were also submitted to the 30 CES/CEANC.
