Cultural Resource Surveys of 12 Borehole Drill Sites for Sandia National Laboratories, New Mexico Sitewide Environmental Restoration Program, Kirtland Air Force Base, New Mexico

Summary

Butler Service Group, Inc. (BSG) conducted intensive cultural resource surveys for approximately 48.9 acres of property and visually inspected another 3 acres situated within Kirtland Air Force Base (KAFB), Bernalillo County, New Mexico. The areas surveyed include eleven of the drill locales with buffer zones and six associated access routes. One borehole site (95B8) and associated access route were visually inspected. As Borehole 95B8 was situated within cultural resource site LA 48100, it was recommended that this locale be moved, thus Borehole 95B8A was established and Borehole 95B8 was dropped. Access into buffer zones associated with four borehole sites is provided by existing paved, graveled, or dirt roads which will not have to be modified. Access into Borehole 95B6 will be through the buffer zone associated with Borehole 95B7.

Two new cultural resource sites (1A 109316 and LA 109318), eight previously documented sites (1A 47895, LA 48095, LA 48100, LA 101249, LA 101251, LA 101254, LA 103179, and LA 109317 [new LA number]), and twenty-six isolated occurrences (IOs) were encountered during this project. Nine of the sites are considered eligible or potentially eligible to the National Register of Historic Places (NRHP). The IOs, of which 23 were historic and 3 prehistoric, and one site (1A 101249) are no longer thought to be significant as all important information has been recovered through field recordation For this reason these resources are no longer thought to be eligible for inclusion to the National Register of Historic Places.

Based on the presence of significant, National Register eligible cultural resources, it is recommended that Boreholes 95B3, 95B8A, 95B9, and LA 95Bl6, be dropped as proposed drilling locales. Also, based on the initial field check, Borehole 95B8 was dropped and relocated as 95B8A, and Borehole 95Bl0 was dropped as cultural resource site LA 109317 was situated along the only viable access route into the drill site location.

Based on avoidance of cultural resource sites, LA 47895, LA 109318 and of the undisturbed portions of LA 109316, a no effect determination is recommended for drilling at Borehole Sites 95B5, 95B6, 95B7, 95Bl2, 95Bl5, and 95B18. Therefore, cultural resource clearance is recommended.
