Archaeology of the Four Hills and Portions of Arroyo Del Coyote, Kirtland Air Force Base Department of Defense, Bernalillo County, New Mexico

Summary

From 30 May 2012 to 12 December 2012, HDR │EOC (HDR), under contract with Sundance Consulting Inc., conducted a Section 110 cultural resources investigation of approximately 6,000 (uncorrected) acres of Department of Defense land located in the area of Four Hills at Kirtland Air Force Base, New Mexico. The actual area of survey included approximately 4,000 ac (66 percent of the total area). There are 14 previous archaeological investigations within or overlapping the current study areas. Taken together, they cover almost the entire project area except for a couple of very steep sections along the tops of the Four Hills and account for the documentation of 115 sites. These previous studies form all of the baseline data for the current study area.

We recorded 39 new sites and documented 129 IOs. The new sites identified include three airplane crashes that struck the sides of the Four Hills and the identification of plane parts from a mid-air collision between a Navy Jet and an F-86.

We did not relocate one previously recorded site (LA 47901) and the three reported road segments recorded as sites (LA 48104, LA 112468, and LA 103153) do not meet the current criteria set forth by the State Historic Preservation Office (SHPO) to qualify as individual sites. We also dismissed the hearth features exposed in the cutbanks of Arroyo del Coyote at LA 103172 and LA 103173 as natural channel fill deposits. Some of the adjoining sites overlapped and during the update were combined and assigned the lower site number. This occurred for 12 previously recorded sites that once combined reduced the number down to six (LA 2334/LA 107479, LA 4788/LA 134615, LA 47897/LA 101260, LA 48103/LA 109317, LA 88082/LA 88115, and LA 88090/LA 101245).

Evaluation of the 39 new sites recorded indicates that 21 should be considered eligible to the National Register of Historic Places (NRHP) and 18 are not eligible to the National Register of Historic Places (NRHP). For many of the prehistoric sites subsurface testing is required to fully determine if there are buried cultural deposits.

Among the 115 previously recorded sites (including those that were combined) the Kirtland Air Force Base archaeologist and the State Historic Preservation Office (SHPO) concurred that 82 are eligible to the National Register of Historic Places (NRHP). There are 33 sites still awaiting SHPO review. Based on our evaluation of the 106 sites competed in this project, we challenge the assignments for two sites judged not eligible (LA 108034 and LA 109316) and argue that they do warrant protection. We also disagree with 14 sites that currently are considered eligible to the NRHP. In these cases we argue that previous judgments were made on false information or on data we could not verify in the field. In a few of these cases further testing is needed to fully determine the eligibility of the site.
