Summary
Beginning in May of 2004, engineering-environmental Management Inc., (e²M), under contract with the Department of Defense’s (DoD) Environmental Management Division at Kirtland Air Force Base (KAFB), New Mexico, conducted an 8 month long Section 110 cultural resources investigation of 6,654 acres of US Forest Service (USFS) lands withdrawn to Kirtland Air Force Base located in the Manzanita Mountains of New Mexico. During this investigation, several site updates of previously recorded archaeological sites were completed. One of these previously recorded archaeological sites was LA 38910/AR 03-03-05-133 and it was determined that not only had road construction damaged the site, but road maintenance threatens the stability of the site.
In February of 2008 we received funding from the Department of Defense to conduct limited site testing and to develop a road cutbank stabilization plan for further protection of LA 38910. The site is located on US Forest Service land withdrawn to the Department of Energy along Coyote Springs Road and, at the time of the 2004 survey and 2008 funding, was believed to be within a road corridor that was maintained and under the responsibility of the Department of Defense. Subsequent information has revealed that the site is administered under Department of Energy lands withdrawn from the US Forest Service and is not on land that is the responsibility of the Department of Defense. The following report summarizes the site update of LA 38910, and additionally provides a brief overview of the withdrawn land agreements in the eastern portion of Kirtland Air Force Base.
