Summary

Correspondence from the Illinois Environmental Protection Agency to Scott Air Force Base, regarding the demolition of Building 48. The Illinois EPA agrees with the plan to demolish Building 48 and convert the site to a paved parking lot. If the remaining contaminated soil is not removed the Illinois EPA would like to review the planned design of the parking lot. The concern is that all areas of concern need to be paved to be considered an Engineered Barrier. If the pump island soil is removed to cleanup goals, an Engineered Barrier would not be needed, only groundwater restrictions. Once the soil above the objective is removed and/or pavement laid, Illinois EPA can agree with the recommendation that closure documents requesting a No Further Remediation (NFR) letter be submitted with a groundwater restriction.
