Summary
This document is a Section 106 letter from the California State Historic Preservation Office (SHPO) to Vandenberg Air Force Base (Vandenberg AFB) regarding the United States Air Force's (USAF) proposal to initiate a series of infrastructure improvements at the Vandenberg Tracking Station (VTS) in Vandenberg's AFB's North Base area. This letter is in response to the transmittal letter of May 16, 2017, initially opening consultation for the project. The letter briefly reiterates information provided in the initial transmittal letter from Vandenberg AFB in support of the USAF's conditional no adverse effect determination, including project activities associated with the project and the cultural resource effort that was performed in support of the Section 106 process. The letter also includes SHPO's comments in response to USAF's transmittal letter and project determination and are as follows: 1) the APE appears sufficient to take the undertaking's effects on historic properties into account; 2) the SHPO is unable to concur with the USAF's eligibility determination for the VTS (see letter), but recommends that the VTS complex be considered NRHP eligible for the purposes of this undertaking only; 3) the SHPO recommends the USAF evaluate the VTS complex as a potential historic district in accordance with Section 110 of the National Historic Preservation Act, using NRHP criteria and submit the evaluation for the SHPO's comment and concurrence; and 4) the SHPO agrees with the monitoring conditions imposed by the USAF and SYBCI and, inclusive of the assumption of eligibility for the VTS complex, concurs with USAF's finding of no adverse effect with cond
