Summary
This document is a Section 106 letter from the California State Historic Preservation Office (SHPO) to Vandenberg Air Force Base (Vandenberg AFB) regarding the Construction of a Waste Water Treatment Plant at the Vandenberg Tracking Station. This letter is in response to a request for review of documentation provided to the SHPO by Vandenberg AFB, including a report by Sarah H. Berry (September 1990), entitled Waste Water Treatment Plant Archaeological Testing for Effects at SBA-793, Vandenberg Air Force Base, Santa Barbara County, California. The letter expresses concern that Vandenberg AFB had already conducted archaeological excavations at CA-SBA-793 without required consultation between both the SHPO and the Advisory Council on Historic Preservation (ACHP). In the letter, SHPO advises that Vandenberg AFB should have first explored the options for locating the new facility in an area that would not affect any historic properties and if alternate locations proved unfeasible and the location within CA-SBA-793 remained the preferred option, then a data recovery plan should have been prepared and submitted for review by the ACHP and SHPO. The letter then details a number of outstanding concerns Vandenberg AFB would need to address before the SHPO could reach an agreement on an appropriate finding for the undertaking, including more information on efforts to find alternative sites for the project and additional information that would support a no adverse effect determination. The letter also details the information that is not adequately considered in Berry's 1990 report, along with suggestions for addressing those issues. The letter concludes that Vandenberg AFB should rectify SHPO's concerns by preparing a data recovery plan for the undertaking and consulting both the SHPO and ACHP regarding it's adequacy before initiating any further activities at the site.
