LET-363: SHPO letter to VAFB Re: Scope of Work, Archaeological Testing, Peacekeeper Rail Garrison Facilities at Vandenberg

Summary

This document is a letter from the California State Historic Preservation (SHPO) to Vandenberg Air Force Base (VAFB) regarding the scope of work associated with archaeological testing conducted in support of the Peacekeeper Rail Garrison Facilities project. The letter begins with the SHPO's dissatisfaction with the effort to comply with the Section 106 process. The SHPO specifically criticizes the numerous requests by the Air Force to expedite the Section 106 review, while review on the Air Force side routinely required additional time. This comment is also levied against the development of the Programmatic Agreement (PA) for the project. The SHPO also contends that the Air Force did not consult with the Advisory Council on Historic Preservation as required during the development of the PA. These issues have led to the SHPO questioning the ability of the Air Force to even meet its obligations as stipulated in the PA. The letter does provide concurrence that provide excavation of shovel test pits and other forms of data collection on a small scale do not impact the resources. However, the SHPO did not concur with the excavating of 1 x 1 meter or larger excavation units as those types of excavation must be included in the PA. The letter concludes with a request for the AF to identify the individual responsible for conducting Section 106 as opposed to the numerous names cited as recipients of various Section 106 documents.
