Summary

The Southern Nevada Water Authority (SNWA) has applied to the Bureau of Land Management (BLM) for rights-of-way (ROW) to construct and operate a system of groundwater pumping and conveyance facilities in southeastern Nevada. The purpose of the proposed groundwater development (GWD) Project is to develop and convey groundwater resources that the Nevada Division of Water Resources (Office of the State Engineer) has or may permit to SNWA in Spring, Snake, Cave, Dry Lake, and Delamar valleys for use by SNWA's member water providers in Clark County.

In 2007, the BLM initiated government-to-government consultation with federally recognized Indian tribes by contacting 25 Native American 1 tribes and bands with current or historic ties to areas that may be affected by the proposed GWD Project (Table 1-1 ). With the exception of the Pahrump Paiute Tribe, all of the tribes/bands listed in Table 1-1 are federally recognized tribes. As a result of consultation with these tribes and bands, the BLM determined that an ethnographic assessment was necessary to identify tribal places of importance in regard to cultural, spiritual, and traditional practices that may be affected by the proposed GWD Project. In June 2008, all of the tribes and bands listed in Table 1-1 were informed about the proposed ethnographic assessment and were invited to participate in the study. SNWA agreed to fund the ethnographic assessment and contracted AECOM to prepare the assessment with the assistance of two ethnographers, Stephen Weidlich (AECOM Ethnographer/Social Scientist) and Molly Molenaar (ASM Affiliates, Inc. Applied Anthropologist). A more detailed discussion of the process and methods used to conduct the ethnographic assessment can be found in Chapter 4.0 of this assessment.
