The PAVE PAWS (Perimeter Acquisition Vehicle Entry Phased Array Warning System) was designed and built for the U.S. Air Force top early warning of submarine launched ballistic missiles (SLBMs) fired from the Atlantic Ocean. Three other PAVE PAWS sites provide coverage of the Pacific Ocean and the Caribbean Sea. Prior to PAVE PAWS, ballistic missile early warning systems had been focused on the polar zone, reflecting the threat of ground-based ICBMs on the territory of the Soviet Union. Advances in submarine and SLBM technology during the 1950s and 1960s permitted forward deployment of Soviet missiles off the coasts of North America by 1969, forcing a shift away from the "polar concept" that dominated U.S. strategic defense planning during the early Cold War. Development of PAVE PAWS began in the early 1970s, and the facilities at Cape Cod were completed in 1978, becoming the first operational PAVE PAWS site in North America.
