Summary

This document is a letter from the California State Historic Preservation Office (SHPO) continuing Section 106 consultation for the Licensing Action for Narlon Bridge Replacement project. The letter is in response to a request by Vandenberg Air Force Base (VAFB) to concur with 1) the assumption of archaeological sites CA-SBA-707, -708, and -1709H as eligible for the National Register (NR) for the current undertaking only, 2) a determination that the archaeological site CA-SBA-3733H is not eligible for the NR, 3) the determination that the Rail Transfer Facility (RTF), a contributor to the Rail Garrison Historic District, will not be adversely affected by the undertaking, and that the Narlon Bridge and its associated access road are not eligible for the NR, and lastly 4) the project finding of no adverse effects to historic properties.

The SHPO responds that after reviewing all the documentation submitted by VAFB that it 1) concurs with the modified area of potential effect (APE), 2) concurs with the determination that the Narlon Bridge and its associated access road are not eligible for the NR, 3) requests additional information regarding the use of the RTF during the execution of the project and suggests that the Air Force consider the undertaking's effects on the entire district, 4) provides several comments and does not concur with the NR eligibility determination regarding archaeological site CA-SBA-3733H and requests additional work and documentation be submitted, and it also states that numerous discrepancies were found in the supporting documentation for project impacts to CA-SBA-707 and -708 and requests that these discrepancies be addressed in future consultation, 5) disagrees with the position of the Air Force regarding the impact of road base and gravels on the archaeological sites, and lastly, 6) cannot concur with the project finding of no adverse effect. The letter closes with requesting additional consultation to address the various issues presented in this letter.
