Summary

The environmental surveillance procedure continually evolves as results of field surveillance provide additional information on impacts of the Vandenberg Space Shuttle Program upon environmental resources of the area. It is the intent of this procedure to monitor selected aspects of environmental quality, to document and analyze changes in quality, and to record environmental inspection activities as related to construction of Space Transportation System (STS) facilities. Through this procedure, the environmental surveillance program ensures compliance with government regulations and facilities implementation of prescribed mitigation measures. This report (ESR 21) describes the implementation of the Environmental Surveillance Plan for the STS Program at VAFB and is a continuation of ESR reports No. 1-20.
