Summary

This document is a data recovery plan for CA-SBA-1060 that was affected by the Peacekeeper Rail Garrison Program. The program was to construct and operate Peacekeeper Missile Program test facilities includes Roads and Utilities components. Phase 1 involves four elements: 1) the modification of 12 overhead utilities along El Rancho road, 2) upgrading of the El Rancho Road - Umbra Road intersection, 3) construction of an at-grade crossing of the Southern Pacific Railroad by El Rancho Road, and 4) temporary by-pass of an existing box culvert at the El Rancho Road-Point Sal Road intersection. Three of the overhead utility modifications are planned within or adjacent to an archaeological site (Sba-1060) that has been determined to be eligible for listing on the NRHP.

Monitoring scheduled in conjunction with construction is not adequate to mitigate adverse impacts to this resource. Construction in this area will involve intense, localized ground disturbance, precluding avoidance and requiring data recovery as part of mitigation. This document provides the framework and procedures within which mitigative archaeological data recovery will be accomplished.

The data recovery plan has been developed so as to accommodate the widest possible range of construction scenarios. Consequently, discussions of recovery, analysis, and reporting measures are kept at a relatively general level; however, detail is provided where little possibility of later contradictory action exists.
