Summary
This document is the archaeological monitoring and unanticipated discovery plan for the Ground Based Strategic Deterrent (GBSD) Project. This plan is complex and organized to facilitate the various phases of activities associated with the GBSD project. The document includes the following chapters.
Chapter 1 is this introduction. Chapter 2 contains a summary of the relevant regulations. Chapter 3 provides the environmental and cultural setting of the APE. Chapter 4 contains brief descriptions of archaeological historic properties identified in the APE. Chapter 5 and Chapter 6 make up the body of this document. They contain overarching monitoring and discovery protocols for the Undertaking, respectively, as called for by the PA. Appendix A contains the Plan of Action for the Treatment of Cultural Items in Accordance with the Native American Graves Protection and Repatriation Act and 43 CFR 10.5(e) for Archaeological Excavations and Inadvertent Discoveries Related to the Ground Based Strategic Deterrent Test Program, Vandenberg Space Force Base, Santa Barbara County, California (NAGPRA Plan of Action), which was executed on 2 June 2021. Appendices B–E contain specific procedures for Phases I–IV of the Undertaking. Appendix F reproduces Chapter 5 of the Vandenberg SFB Integrated Cultural Resource Management Plan (ICRMP), Volume 5 (Standards and Procedures for Evaluating Archaeological Resources).
This document was prepared to accompany and to be consulted concurrently with the GBSD Test Program Archaeological Resource Treatment Plan and the Vandenberg SFB ICRMP, Volume 5 (Standards and Procedures for Evaluating Archaeological resources). Specifically, the monitoring and discovery protocols discussed in Chapters 5 and 6 should be informed by the research design included in Chapter 4 of the ARTP, including reference to pertinent research issues and questions and requirements about data sets necessary to answer them.
