Summary
The present report was prepared to address requests by the California SHPO and the Santa Ynez Band of Chumash Indians during consultation. It contains five chapters and one appendix. Chapter 1 is this introduction, which briefly describes the purpose of the report. Chapter 2 describes the revised design of the undertaking, highlighting changes implemented since the start of Section 106 consultation in January 2021. Chapter 3 provides an analysis of cumulative effects on historic properties. Chapter 4 presents a revised finding of effect. Finally, Chapter 5 discusses measures proposed to avoid or minimize adverse effects on historic properties. Appendix A is a slide presentation illustrating changes to the design of GBSD Test Program facilities.
