Summary

This document is a SHPO concurrence letter that is part of the on-going Section 106 consultation for the Ground Based Strategic Deterrent Test Program. This particular letter provides the SHPO’s comments on the final Archaeological Monitoring and

Unanticipated Discovery Response Plan and comment matrix. The remainder of the letter restates various milestones that have already been achieved and reads as follows:

Plans

Archaeological Monitoring and Unanticipated Discovery Response Plan (Monitoring

Plan) Having reviewed the final Monitoring Plan and accompanying comments matrix, the SHPO has no further comments on the Monitoring Plan. Built Environment Treatment Plan (BETP) Having reviewed the draft BETP, the SHPO has no further comments as stated by letter on June 25. Archaeological Resources Treatment Plan (ARTP) Having reviewed the draft ARTP, the SHPO has no edits or further comments to offer as stated by letter on July 8, 2021.

Project Phases

Phase I

Built Environment Resources:

By letter dated June 25, the SHPO had no concerns or comments about built

environment resources for Phase I.

Archaeological Resources:

By letter dated July 22, the SHPO believes that the USAF has provided sufficient

documentation to support their finding that the implementation of Phase I of the

proposed undertaking would not adversely affect archaeological resources. The SHPO

therefore concurs in this finding of effect.

Phase II

Built Environment Resources:

By letter dated July 8, the SHPO has no further concerns or comments about built

environment resources for Phase II.

Archaeological Resources:

By letter dated July 22, SHPO believes that the USAF has provided sufficient

documentation to support their finding that the implementation of Phase II of the

proposed undertaking would not adversely affect archaeological resource. The SHPO

therefore concurs in this finding of effect.

Phase III

Built Environment Resources:

By letter dated July 29, the SHPO has no concerns or comments about built

environment resources for Phase III.

Archaeological Resources:

By letter dated September 1, SHPO believes that the USAF has provided sufficient

documentation to support their finding that the implementation of Phase III of the

proposed undertaking would adversely affect archaeological resources. The SHPO

therefore concurred in this finding of effect, did not object to the mitigation measures

proposed, and offered no additional comments on the proposed mitigation measures.

Phase IV

Built Environment Resources:

After reviewing the information provided, the SHPO has no concerns or comments

about built environment resources for Phase IV.

Archaeological Resources:

By letter dated September 16, SHPO believes that the USAF has provided sufficient

documentation to support their finding that the implementation of Phase IV of the

proposed undertaking would adversely affect archaeological resources. The SHPO

therefore concurred in this finding of effect and requested additional consultation on the distribution of interpretive materials that report on the results of previous research and the proposed data recovery.
