SHPO-CON-426: Re: Section 106 Consultation for Ground Based Strategic Deterrent Test Program, Vandenberg AFB

Summary

This document is a Section 106 letter from the California State Historic Preservation Office (SHPO) for the Ground Based Strategic Deterrent (GBSD) Test Program. The letter is in response to the transmittal letter submitted by Vandenberg Air Force Base (VAFB) dated 12 January 2021. The SHPO response addresses several requests and provides concurrence for 1) the project area of potential effect, 2) 12 archaeological sites (CA-SBA-1777, 2159H, 2172, 2224, 2238, 2244, 2245, 2307, 1759, 2876, 3203 and 3562H) determined not eligible for the National Register of Historic Places (NR), 3) 5 built environment resources, Facility 6809 and 6810, 7501, 9320, 9325, 9327, determined not eligible for the NR, 4) the archaeological site CA-SBA-2127 that was previously incorrectly assigned a determination of eligible for the NR when that status correctly belonged to CA-SBA-760/761/1748, and now is correctly determined not eligible individually or as a historic district contributor, 5) a determination of eligibility (DOE) of eligible for archaeological site CA-SBA-1687 as a contributor to the San Antonio Terrace Archaeological District, however was determined not eligible individually or as a contributor to a historic district. The letter also mentions that although the project description addresses 15 facilities and complexes that will be repurposed and reused for the GBSD program, no construction dates, DOEs, or facility identification numbers were provided. The letter also requests that VAFB provide an updated summary of tribal consultation with the Santa Ynez Band of Chumash Indians. The SHPO also requests information on the design alternatives and efforts to avoid and/or minimize the undertaking's effect on historic properties. Last, the SHPO notes that it is unable to comment on the USAFs finding of no adverse effect at the present time.
