Summary Report Front Range Air Force Regional Tribal Relations Meeting for AFCEC/CZO Midwest Region

Summary

This summary report details the results of the second-annual regional meeting coordinated for the Front Range Air Force (AF) Installation’s Tribal Relations Meeting between the United States Air Force Academy (USAFA), Buckley Air Force Base (BAFB), Cheyenne Mountain Air Force Station (CMAFS), F.E. Warren Air Force Base (FEWAFB), Peterson Air Force Base (PAFB), and Schriever Air Force Base (SAFB) held April 23–27, 2018 in Colorado Springs, Colorado. The goal of the meeting was to continue developing and maintaining government-to-government relationships with Native American Tribes that have cultural affiliation to these United States Air Force (USAF) installations. In addition to the meeting, site visits to five of the six installations were conducted on April 23 (USAFA), 24 (SAFB and PAFB), 26 (BAFB), and 27 (WAFB). The intent for the meeting was for Tribes to identify and discuss the topics most pertinent to interactions with Air Force Bases (AFBs) and the goal of building and maintaining sustainable relationships. Commanders from each installation presented an overview of their base missions, histories, and resources. During these presentations, Tribal representatives were encouraged to raise questions and concerns. This effort was driven by Air Force Instruction (AFI) 90-2002, Air Force Interaction with Federally-Recognized Tribes, and is in compliance with all federal and state regulatory requirements and executive orders. The meeting was coordinated in collaboration with Base Cultural Resources Management Program (CRMP) Managers and Air Force Civil Engineer Support Agency (AFCEC) Cultural Resources Manager (CRM) Specialists.

Texas A&M Natural Resources Institute (Texas A&M NRI) retained Stell to assist with the relations meeting and site visit planning, scheduling, and coordinating Tribal travel logistics, as well as facilitating and documenting the meeting. This report summarizes the meeting proceedings and site visits, includes a summary of the presentations and discussions, and presents Tribal concerns to assist in planning future relationship-building events.
