Summary

This document is an assessment of effects for the Point Sal Emergency Communications Line Project. The 392nd Communications Group proposes to install a 22 gauge communications cable between Hut 19 to Junction Box Number 7 at Building 1955. The project follows a 9200' route along Point Sal Road and is intended to replace an existing line which had become irreparably damaged in the steeper sections of the cable corridor by gully erosion and soil creep. The proposed installation method, a direct burial procedure utilizing a cable plow will avoid further damaging extant cable sections. Because soil displacement is minimal, the "plowing in" procedure will have negligible effects on sensitive resources such as historic properties. Further protection to these properties will be accomplished by strictly confining the cable to a designated 5' corridor adjacent to Point Sal Road. Even though the route passes through three recorded archaeological sites, effects to these sites will not occur due to previous road construction which has totally destroyed or removed intact deposits within and adjacent to the roadbed. Two new sites were identified within the project area.
