Cultural Resource Survey, Water Control Structure Repair at Smoots Pond, Fort A.P. Hill (AP2012.001)
Summary
The Fort A.P. Hill Cultural Resource Manager, under the Environmental Division of the Directorate of Public Works within Fort A.P. Hill, Virginia, has completed a cultural resource survey in association with the repair of a water control structure located on Smoots Pond at Fort A.P. Hill, Caroline County, Virginia. The proposed undertaking will include the placement of a temporary cofferdam, the removal of all metal and wooden gate elements, and the installation of stacked, removable aluminum stop logs. Excavation will be limited to the installation and removal of the temporary cofferdam, as well as the removal of accumulated debris and sediment currently blocking the four gate openings. The area of potential effect consists of the proposed temporary cofferdam location and immediate vicinity. The cultural resource survey included an archaeological survey of approximately 0.01 hectares (0.03 acres) and the recordation of the Smoots Pond Water Control Structure as Virginia Department of Historic Resources (VDHR) architectural resource number 016-0349-0058.
The objective of the cultural resource survey was to identify any historic properties that may be located within the APE and evaluate the potential eligibility of any such resources for inclusion in the National Register of Historic Places. The cultural resource survey included pedestrian surface survey, the excavation of shovel tests, and the recordation of Smoots Pond Water Control Structure as an architectural resource. No archaeological sites, artifacts, intact subsurface cultural features, or intact subsurface cultural deposits were encountered during the archaeological survey.
Smoots Pond Water Control Structure (VDHR No. 016-0349-0016) is recommended not eligible for inclusion in the National Register as it lacks integrity and is otherwise a ubiquitous example of mid-twentieth-century poured concrete construction.
