Summary

Fort Sill requested expedited assessment of Site 34CM640 under Section 110 of the NHPA, to comply with DA’s guidance regarding the implementation of the Program Comment for Department of the Army Inter-War Era Historic Housing, Associated Buildings and Structures, and Landscape Features (1919-1940) (Program Comment) (Advisory Council for Historic Preservation [ACHP] 2020). A determination of eligibility is required for 34CM640, an unassessed archeological site, because of its location in the Academic Area (Area 2) of Fort Sill’s Field Artillery Family Quarters Historic District (FAFQHD) (Savage 2008). With the implementation of the Program Comment, NHPA compliance for privatized housing in the FAFQHD will transfer to the privatized housing contractor(s) responsible for managing these properties. However, since the Program Comment does not apply to effects on archeological sites listed in, or eligible for listing, in the NRHP (ACHP 2020), the eligibility of this site must be expedited to remove uncertainty regarding its management status.
