The H.L. Hunley was a Confederate submarine that sank in February of 1863 just outside Charleston Harbor, South Carolina. Hunley from its resting place through a system of straps and outlines a procedure for a mechanical device to scoop up the submarine and its supporting surrounding sediment. The proposal includes a timetable for construction, testing, demonstration, and actual recovery of the Hunley.
