Summary

This Historic Building Inventory and Evaluation (HBIE) addresses all buildings at Security Hill as outlined in National Register Bulletins 15 (How to Apply the National Register Criteria for Evaluation) and 22 (Guidelines for Evaluating and Nominating Properties That Have Achieved Significance within the Last Fifty Years). All buildings and structures at Security Hill are less than 50 years old, and were evaluated for "exceptional importance," as required by Criterion Consideration G for structures less than 50 years old and as stated in the National Park Service (NPS) guidelines, National Register Bulletin 22 (1991). Additionally, the Air Force's interim Guidance: Treatment of Cold War Historic Properties for U.S. Air Force Installations was consulted (U.S. Air Force 1993).

The field investigation and research for the building survey, conducted in September and October 1997, consisted of an inventory, archival research, and on-site investigations of the installations and facilities at Security Hill on Kelly AFB by Earth Tech and the Air Force Center for Environmental Excellence (AFCEE) personnel. Historical information from the AIA History Office was collected and used in developing the historic context and building histories. The determinations of eligibility for the Security Hill complex were made in October and November 1997 based upon data provided by Air Force personnel. A follow-up site visit to Kelly AFB was conducted in January 1998 to interview current and former AIA employees.

The primary goal of this investigation is to evaluate all buildings and structures for Cold War significance in accordance with Section 110 of the NHPA to determine if the properties meet the criteria and are eligible for listing in the National Register. Recommendations regarding National Register eligibility have been developed and have been included here to allow the Air Force to submit a formal determination of eligibility to the SHPO at the Texas Historical Commission for review and concurrence.
