Summary
SRP proposes to undertake a maintenance project on the water intake system for the Navajo Generating Station (NGS) near Page, Coconino County, Arizona (Figure 1). The purpose of the project is to ensure the future availability of cooling water for NGS operations due to the continuing decrease of the water surface elevation of Lake Powell associated with the ongoing drought. The full pool elevation of Lake Powell is 3,700 feet above sea level. Current projections indicate the lake surface elevation could fall below the existing NGS water intake elevation of 3,470 feet above sea level by 2009. If severe drought conditions persist, these reduced lake levels could be reached as early as 2006.
As a result, SRP proposes to install new water intake facilities on the grounds of the existing pump house facility on land leased to SRP by the Navajo Nation. The new intake structures will require SRP to obtain a new easement within the boundary of the Glen Canyon National Recreation Area. The issuance of a new easement by NPS to SRP constitutes a federal undertaking subject to Section 106 of the National Historic Preservation Act (NHPA). Accordingly, NPS, assisted by SRP, must consider the potential effect of the undertaking on historic properties and consult with the State Historic Preservation Officer (SHPO). It is understood that no approval is required from the Navajo Nation or the Bureau of Indian Affairs (BIA) for this undertaking because of the terms of the lease. An action may be required, however, by the Corps for issues pertaining to Section 404 of the Clean Water Act.
SRP requested that EcoPlan Associates, Inc. (EcoPlan) conduct a Class I cultural resource records review and provide documentation in support of the water intake maintenance project. The documentation will be used to assist NPS in its consultation with the SHPO for the proposed maintenance activities. EcoPlan has not been tasked with the identification or evaluation of Traditional Cultural Properties located within the project area.
