This Environmental Baseline Survey (EBS) addresses the environmental condition of property for the Residential Communities Initiative (RCI) properties at Fort Sam Houston, Texas at the time of conveyance. As required by Army Regulations 200-1 and the National Environmental Policy Act, the EBS is used to determine the environmental conditions of properties being considered for acquisition, outgrants, and disposals.
