Summary

Commonwealth Cultural Resources Group, Inc. (CCRG) conducted a Phase I Archaeological Resource Survey of approximately 19-acres (7.7- hectares) at the Jonah E. Kelley United States Army Reserve Center (Kelley USARC) located along State Road 68, on the Joint Base McGuire-Dix-Lakehurst (JBMDL), Burlington County, New Jersey.

Previously, in 2004, Kise Straw and Kolodner, Inc. (KSK) conducted a Phase I Archaeological Survey for the United States Army Training Center at Fort Dix, which included the current project area. Although Phase IB archaeological field testing was carried out for the study, KSK did not conduct shovel testing within the boundaries of the current project.

The Kelley USARC will be renovated and expanded and the parking areas will be reconfigured to meet anti-terrorism and force protection standoff requirements. The current survey was conducted by the United States Army Reserve in partial fulfillment of the requirements set forth in Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended and the Protection of Historic Properties (36 CFR Part 800). CCRG conducted the survey in compliance with Section 106 of the NHPA. The purpose of the investigation was to determine if any archaeological sites were located within the proposed construction project’s Area of Potential Effects (APE) and, if any existed, to determine their eligibility for inclusion in the National Register of Historic Places (NRHP). Phase 1B field investigations were conducted on December 15, 2012, and resulted in the discovery of no new archaeological sites that meet any of the NRHP criteria for eligibility. It is determined that further development or construction within the APE will have no effect on archaeological resources; therefore, it is CCRG’s opinion that no further cultural resource investigations are necessary.
