Review of Draft Report, "Phase II Cultural Resource Investigations at Locus I (18MO396) , Army Research Laboratory Adelphi Laboratory Center, Montgomery and Prince Georges County, Maryland"
Summary
This is a review of the draft report submitted to the US Army Research Laboratory and the US Army Corps of Engineers, Baltimore District which was prepared by Hunter Research, Inc. In general, the report appears to satisfy the requirements for the Phase II testing of site 18MO396. However, this office still disagrees with the contractor’s conclusions regarding the National Register of Historic Places (NR) eligibility of the site under Criterion D (36 CFR § 60.4). The report does not, in our opinion, justify the recommendations for further work at site 18MO396. The contractor states the principal basis for their recommendations as the presence of two temporally-distinct horizontal concentrations (two diagnostics) of prehistoric material and the discovery of a possible Paleoindian fluted point fragment.
