Summary

This report presents the information formerly contained within two reports: 1), Phase I Cultural Resource Survey of the Adelphi Laboratory Center, Adelphi, Maryland, prepared by the US Army Corps of Engineers, Baltimore District, December 1994, and 2) Phase I Archaeological Investigation for the Proposed US Army Materiel Command Army Research Laboratory, Adelphi Laboratory Center Adelphi Maryland, prepared by Ebasco Environmental, October 1993. In December 1995, the US Army Corps of Engineers Baltimore District (Corps) tasked Foster Wheeler Environmental Corporation (formerly Ebasco Environmental, a division of Ebasco Services Incorporated) with combining the two reports into one document. The Corps’ goal was to have all Phase I archeological work at Adelphi Laboratory Center, Adelphi, Maryland (ALC) reported in one document.

Work conducted and reported by the Corps was intended to address the Department of Defense’s responsibilities under Section 110 of the National Historic Preservation Act of 1966, as amended, and Army Regulation 420-40. Investigations performed by the Corps were designed to determine if any cultural resources were located within ALC which meet National Register of Historic Places (NRHP) eligibility criteria and which should be nominated to the National Register. The Corps’ field observations, laboratory analyses, interpretations, and conclusions are presented herein as Task 1. It should be noted that the information presented as Task 1 represent data collected, and interpreted, and reported by Corps cultural resources personnel. Foster Wheeler Environmental’s role in Task 1 was editorial, to interweave this information with that from investigations conducted and reported previously by Foster Wheeler Environmental.

Work conducted and reported by Foster Wheeler Environmental Corporation personnel (then working as Ebasco Environmental) was intended to address the Department of Defense’s responsibilities under Section 106 of the National Historic Preservation Act of 1966, as amended. Work was designed and implemented to determine if specific projects proposed on ALC in conjunction with proposed Base Realignment and Closure (BRAC) activities would affect cultural resources that are on, nominated to, or eligible for the (NRHP). This information is discussed herein as Task 2.

The purpose of Task 1 Phase 1 investigations was to inventory cultural resources within the ALC property and to determine if they have the potential to meet the criteria for nomination to the National Register of Historic Places (NRHP). The focus of the inventory was the approximately 20 acres of ALC which were considered by the Corps to be both undisturbed and to have a high potential to contain cultural resources (per the draft cultural resources management plan developed by Kise Franks and Straw Historic Preservation Group 1993).
